Sim City 2000 Download Windows 7

I have a Toshiba Satellite P500 Series laptop that runs Windows 7, and I'm trying to install SimCity 2000 designed for Windows 95. I used to have a old computer with Windows XP and it ran perfectly before. I don't understand why Windows so called 'best' OS can't even run old softwares. But everytime i try to install it, a window pops up saying: "The program setup.exe is missing or damaged.
