Went to Dalaran, Did the quest to go Broken Shore with Khadgar, Skipped the scenario. Got to BS and handed the quest in.
I then went back to Dalaran to get the Argus quest chain (as guided to by many posts/videos) nothing popped up.
I've tried leaving Dala and coming back, Relogging etc. Journal only shows stuff relevant to BFA starting quests. Any ideas??
(I have multiple characters that have completed the entire BS quest line too)
EDIT: I've not done a single WQ at 110 so i just did a basic WQ (as advised by someone). Still didn't pop.
I did the first 2 quests in Broken Shore (One to fly to the flight points/defend them + finding the Legion scroll from any demon on the island)
Then the chain popped! 'Hand of Fate'
Not sure which made it pop but it did!.. Hopefully this will help someone else :D

This pretty much, ya need to finish the first quest after turning in the Broken shore one, as in, getting the scroll, to get the Argus quest.
Just bought the EU version of the game. No history for me in last expansion at all. No broken shore quest required for me. If you are already 120, you may have to mode your game to search for lower level quests. At any rate, there it is :) Good luck.
